PHOENIX — After years of disappointing performance, there are real signs of life in the Arizona real estate market. New figures Tuesday from the Federal Housing Finance Agency show that home prices overall in the state rose 6.8 percent in the past year. And when the agency adds in home values, as measured by refinancings, that figure hits 7.0 percent. The comparable national figures are 5.4 percent for prices and 6.2 percent for overall values.
